George Norman Hillmer CM (ur. 1942) to kanadyjski historyk i jeden z czołowych badaczy stosunków kanadyjsko-amerykańskich .

Hillmer uzyskał tytuł Bachelor of Arts i Master of Arts w dziedzinie historii na Uniwersytecie w Toronto odpowiednio w 1966 i 1967 r., po czym w 1974 r. uzyskał stopień doktora filozofii w Christ's College w Cambridge . pracował jako asystent byłego premiera Lestera Pearsona , który wówczas pracował w Szkole Spraw Międzynarodowych im. Normana Patersona na Uniwersytecie Carleton . W 1972 Hillmer dołączył do Dyrekcji Historii w Departamencie Obrony Narodowej Kanady jako historyk personelu.
